Hi!
This has already been fixed. The file limit has been set to 75k, it really makes no sence to upload larger images to an image gallery. If you need to exchange larger images you can use a file upload forum where the file limit is 3MB.

Yes, if they have the permission to 'post replies', they should be able to add images.
